Translation

Verily, this cannon is a sheer powerful Dragon, Out of his mouth, a thousand sparks scatter,  By just one of his tones, it suddenly makes [the] enemy’s fate turn ill, as it let’s them be adorned in black smoke, As it is the splitter of rock solid strongholds, therefore it now received anew the sobriquet “Victory in War”, During the time of the Valiant Emperor Ranjit Singh, of the Artillery Field Marshall Javala Singh, under the efforts of scribe Dil-Saghar, It was worked by the gun-maker Ray Singh and accomplished in the Year 1887 [AD 1830]

Note:

This is probably a references to Javala Singh Padhania also known as ‘Lakdata’ (giver of millions), who was a decorated commander under Ranjit Singh.   The gun was made in 1830 and Javala Singh suffered a stroke in 1829, so perhaps Ranjit Singh ordered that the gun pay tribute to his most trusted and loyal comrades.
